We are on a mission to improve outcomes for youth through partnership and prevention.

At WCCTC, we envision a world where youth are supported by their parents, their peers, and their community to live substance-free, violence-free, and emotionally healthy lives.

Our
History

West Chester Communities That Care (WCCTC) was established in 1998 with the support of West Chester Area School District (WCASD) to maintain a standard of excellence in both schools and the community.  

Our Priorities

Our priorities are based on the greatest risk and lowest protective factors found in our biannual PAYS Report which is reevaluated every two years. Science proves that a community-wide response is the most effective strategy to address priorities specific to our community.

The CTC Model

The Communities That Care (CTC) model, based on research from the University of Washington, helps communities promote healthy youth development and reduce problem behaviors. Using prevention science, CTC guides communities in identifying local needs, setting priorities, and implementing effective strategies.

Every CTC nationwide gathers data from teens in schools about substance use, violence, and mental health. The PA Youth Survey (PAYS) is used by all CTCs in Pennsylvania. In West Chester, thanks to the long-standing partnership between WCCTC and WCASD, there's over 20 years of local data available to inform decisions and priorities.

CTC Is Proven Effective

Communities That Care was tested in a randomized controlled trial. 24 communities across 7 states were matched in pairs within state and randomly assigned to either receive CTC or serve as control communities. Starting in 5th grade, a panel of 4407 students has been followed by our researchers, with positive effects in the CTC group sustained into adulthood.

A Good Investment

CTC’s significant effects on youth health and behavior problems produce long-term economic benefits. For every dollar invested in CTC, $11.14 is returned in the form of lower criminal justice system, crime victim, and health care costs, and increased earnings and tax revenues.

Our Team

Our Board of Directors works with WCCTC staff to ensure that West Chester Communities That Care operates within guidelines set forth by the national CTC model. The Board provides resources and expertise to help WCCTC achieve their mission and improve the West Chester community.
